Thailand's 2026 Care Home Crackdown: How to Prepare
Thailand's government ordered inspections of all 1,203 registered care homes within two months. What every operator needs to know and do right now.
In early October 2026, Thailand’s Department of Health Service Support (DHSS) revoked the operating licence of a nursing home in Kanchanaburi province after inspectors found unlawful confinement of residents, overcapacity, and inaccurate medical records. Days later, on October 11, the government ordered DHSS to conduct on-site inspections of all 1,203 registered care home and dependent-care facilities nationwide — to be completed within two months. Every licensed operator in Thailand is now in scope.
What Triggered the Crackdown
The Kanchanaburi facility, Sothornchai Nursing Home, had its licence revoked on October 7, 2026. Inspectors found:
- 129 beds in operation against a licensed capacity of 50
- 4,300 square metres in use, nearly three times the declared 1,600 square metres
- Psychiatric patients admitted without authorisation — requiring specialist staff and a separate medical facility licence
- Incomplete and inaccurate medical records, and the unlawful physical confinement of residents
These violations represent exactly the areas DHSS will scrutinise in the nationwide inspection round now under way.
What Inspectors Will Check
DHSS’s central office and all 12 regional Health Service Support Centres, working alongside provincial public health offices, will assess each facility across three core areas.
Premises
Suitability, cleanliness, and safety of the physical environment, including whether facilities and amenities are appropriate for the residents being cared for.
Safety systems
Emergency prevention and response systems, safety equipment, and protective measures — including confirming that no residents are being unlawfully confined or restrained.
Services and staffing
Whether care arrangements are appropriate, whether staff hold required qualifications, and crucially, whether the facility is operating strictly within the scope of its licence (for example, accepting only the categories of resident it is authorised to care for).
Penalties for Non-Compliance
Under the Health Business Establishments Act 2016 and associated ministerial regulations:
- Violating the Act: up to six months in prison, a fine of up to THB 50,000, or both
- Admitting psychiatric patients without authorisation: treated as operating an unlicensed medical facility under the Medical Facilities Act 1998 — up to five years in prison and a fine of up to THB 100,000
Penalties apply to the operator of record and can cover associated business and management licences.
Five Things to Do Before Inspectors Arrive
- Verify your licensed bed count and floor area. If your current occupancy or space exceeds your licence, seek an amendment immediately rather than waiting.
- Audit your resident types. Confirm every current resident falls within the categories your licence covers. Psychiatric or medically complex cases require separate authorisation.
- Bring medical records up to date. Every resident needs a complete, accurate, current record. Caleo’s resident records module keeps care notes structured and auditable in one place.
- Review your safety and emergency systems. Check fire, evacuation, and emergency response protocols. Document recent drills and equipment inspections.
- Gather compliance evidence. Staff qualification certificates, training records, and daily care logs should all be accessible at short notice. Caleo’s compliance features are designed to keep this evidence organised and ready to present.
A Well-Run Facility Has Nothing to Fear
For operators who are already meeting standards, this inspection round is an opportunity to demonstrate quality — not a threat. The risk lies in documentation gaps: facilities where care practice is sound but records are incomplete or outdated are vulnerable even when day-to-day operations are acceptable.
The best preparation is a care home where records are always current, staff qualifications are on file, and evidence of good practice is never scrambled together at short notice.
