Thailand’s Ministry of Public Health is building a nationwide network of cheewabhibaln (สถานชีวาภิบาล) palliative care facilities — and licensed nursing homes are now eligible to join. This policy designation opens a direct channel for hospital referrals and allows your facility to serve patients under the national health scheme, social security, and civil-servant coverage, alongside private-pay residents.
What Is Cheewabhibaln (สถานชีวาภิบาล)?
Cheewabhibaln is the Thai term for a palliative care facility providing holistic support to terminal patients (ผู้ป่วยระยะสุดท้าย), bedridden patients, and those with high dependency needs. The care model covers four dimensions:
- Physical — management of pain and physical discomfort
- Psychological — emotional and mental support for the patient and their family
- Social — connection with community networks and support structures
- Spiritual — respect for personal beliefs and end-of-life wishes
The policy aims to allow people in the final stage of illness to receive high-quality care outside a general hospital ward, improving quality of life while easing pressure on hospital beds across the public system.
Which Organisations Can Register?
The National Health Security Office (สปสช.) has approved several categories of organisation to register as cheewabhibaln referral service units (หน่วยบริการรับส่งต่อ) under Section 3 of the National Health Security Act:
- Religious organisations (Buddhist temples, churches, mosques)
- Non-profit foundations and civil society organisations
- Local administrative bodies (อบต., municipalities)
- Licensed nursing homes (เนิร์สซิ่งโฮม) registered with the Department of Health Service Support (สบส.)
For a nursing home, the essential prerequisite is an active สบส. operating licence demonstrating compliance with the relevant ministerial regulations on standards for elderly-care establishments. Without that licence, registration as cheewabhibaln is not possible.
