An emergency preparedness plan is a core requirement for any licensed elderly care facility in Thailand. More importantly, it is the operational backbone that keeps residents safe when something goes wrong at 2 AM with a skeleton crew on duty.

Why elderly care homes face unique emergency risks

Most residents in a nursing home or residential care centre cannot self-evacuate. Wheelchair users, bed-bound residents, and those with dementia all depend entirely on staff to get them to safety. A plan that works on paper must be practiced, assigned, and rehearsed — or it will fail at the moment it is needed most.

A sound emergency plan answers three questions:

Who is responsible for what, in each shift
What specific assistance does each resident need — mobility aids, oxygen, wheelchair-only exits

Facilities and equipment

Install smoke detectors and fire extinguishers to meet Thai building code requirements. Evacuation routes — at minimum two per floor — must be wide enough for wheelchairs and stretchers. Post floor plans with exits marked visibly at every main corridor.

Staff roles by shift

Assign specific roles in writing for every shift:

Shift leader — calls 199 immediately and notifies management
Care staff — evacuates residents in order of mobility need, starting with those hardest to move
Support staff — controls corridor doors and assists at exits

Evacuation order and assembly point

Document which rooms evacuate first (those nearest the source of fire or highest risk), designate a safe assembly point accessible by wheelchair, and assign someone to account for all residents and staff once outside.

Power outage response

A power cut affects medically dependent residents most severely:

Oxygen concentrators — keep backup cylinders on site and note the run-time for each resident’s flow rate
Enteral feeding pumps — have a gravity-drip or manual feeding protocol ready
Heat exposure — elderly residents are at high risk of heat stroke; if the outage is extended, plan for ventilation or temporary relocation

Care homes supporting residents on life-sustaining equipment should invest in a backup generator and test it on a regular schedule.

Flooding and other disasters

For facilities in flood-prone areas:

Assess your site against the Department of Disaster Prevention and Mitigation’s risk maps
Prepare a resident transfer protocol naming a receiving hospital or higher-floor shelter
Keep resident health records and medication lists in a format accessible remotely
