How day care differs from residential care

Unlike nursing homes or residential care facilities that retain residents overnight, day care centres run on a fixed daytime schedule. The start-up cost profile is fundamentally different: no bedrooms to furnish, no overnight nursing shifts to staff, and a lower initial licence burden. Families remain the primary caregivers in the evening and at night.

Licensing under the สบส. framework

Under the Health Establishment Act B.E. 2559 (2016) and the ministerial regulation in force since 27 January 2021, all elder-care businesses in Thailand — including day care centres — must be licensed by the Department of Health Service Support (กรม สบส.) before opening. Applications are submitted online via esta.hss.moph.go.th.

Three licences are required:

Business operating licence (ใบอนุญาตประกอบกิจการ) — for the owner or juristic entity running the centre
Director’s licence (ใบอนุญาตเป็นผู้ดำเนินการ) — the professionally responsible person must hold a สบส.-accredited qualification
Service provider registration (ขึ้นทะเบียนผู้ให้บริการ) — every carer must have completed a minimum 420-hour training curriculum and be individually registered with สบส.

The regulations also set minimum premises standards: floor area per resident, accessible bathrooms, and basic safety installations. Getting the premises inspection-ready before submitting the application avoids the back-and-forth that delays many first-time applicants.

Designing a day programme residents actually want

A centre that offers nothing but a chair and a television will struggle to retain members. Centres that build strong reputations structure their day around three pillars:

Physical activity: seated exercise, light stretching, balance training, or group physiotherapy appropriate to the group’s functional level
Cognitive and social engagement: crafts, music therapy, reminiscence activities, memory games
Nutrition: a midday meal and snacks planned around common dietary needs in the group — low-sodium, soft-texture, and diabetic-friendly options are worth building in from the start
